Job Description

Position : Associate Officer-Monitoring and Evaluation (M&E)

Description of the position

The Associate Monitoring and Evaluation Officer will be provide support in monitoring and evaluating of ongoing programs in Ilam District. S/he will provide technical field support to the M&E unit. The Associate M&E Officer will work closely with Program teams to assess field conditions, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the M&E Manager..

Reporting to: Executive Director

Duty station: Field Office, Ilam

Subordinate: None

Employment type: Probationary period of three months with possibility of extension

Key relationships

Program Director, Program Manager, Thematic Managers/officers, Program Officers, Admin /Finance officer

Externally

District Health Office and concerned district government authorities, Health Facility Operation and Management committees, Government Health workers, like-minded organizations in the district.

Role

 To ensure effective implementation of M&E systems focused on data collection, analysis and reporting to produce synergy between overall result-based framework of the program and local M&E framework by working in close contact with Program Manager of the concerned project area and team members.

Responsibilities

Responsibility 1: Planning

• Support to develop annual plan of the project district

• Submit monthly plan to Central Office within time frame

• Work in close coordination with Central Office while planning any event under the project.

• Carry out need assessment of persons with disabilities/injured persons for exploring potential areas

Responsibility 2: Implementation

• Provide necessary support to the team for the effective implementation of planned activities of the project

• Provide technical support in conducting health facility assessment/situation analysis of (Rural) Municipality.

• Coordinate/support the implementation of baseline surveys

Responsibility 3: Monitoring and evaluation

• Develop checklist for effective monitoring of the program in the project area

• Provide support to the thematic technical advisors and program managers to conduct external as well as program/project evaluations (mid-term as well as final) as required. This includes reviewing evaluation ToR, developing methodology and evaluation schemes, sampling strategy and structure of the evaluation report..

•Support in design/effective implementation M&E systems to meet the range of organizational requirements.

• Follow up monitoring and evaluation exercises for various initiatives in the district.

• Be update on the global M&E initiatives and requirements and roll out the requirements through capacity development measures at different levels.

Responsibility 4: Communication and Coordination

• Maintain close coordination with program implementation department and other departments to ensure a common understanding on M&E requirements and standards

• Support to organize and coordinate participatory lessons learnt workshops/review of program work plans with partners and other stakeholders and generates strategic learning for organizational knowledge management

• Ensure prompt reporting to the supervisor and central office including challenges, learning, information on local dynamics or any other information that is relevant to project implementation and maintain regular communication with supervisor and central/ field office

Responsibility 5: Reporting and documentation

• Develop necessary tools and templates to strengthen reporting and documentation system of the organization.

• Provide necessary support to Officer/Associate Officer-program and Community Coordinators for proper reporting and documentation

•Collect and compile monthly report / periodic report from the programs

Responsibility 6: Other

• Provides assistance in other Karuna projects whenever asked

•Coordinate with all KFN staff as and when necessary

•Other responsibilities as assigned by the supervisor

Responsibility 7: Recording and Documentation

• Explore available training resources

• Make an analysis of possible partners: National Health training Center, Nepal Medical Association, Nursing Campuses, District (Public) health Offices, Medical faculties of universities, etc.

• Coordinate with line agencies and other organization for BCC/IEC materials

Required knowledge, skills and abilities

Education and experience

•A minimum of Bachelor Degree in Public Health/ Sociology/ Developmental Study or other relevant subject from recognized institution

• A minimum of 2 years’ experience in similar position in I/NGO

Skills and abilities

• Demonstrate ability to compile and synthesize data, draft case stories and reports

• Excellent computer skills especially statistical analysis using Epi-data, SPSS, Ms Access, Excel, among others

• Good analytical and research skills

• Good understanding of Health Management Information System

• Ability to train and coach co-workers, community facilitators and government health workers on recording and reporting formats/system

• Excellent English and Nepali language skills

Physical Demands

Job Description

Position : Community Coordinator

Description of the position

The Community Coordinator will facilitate the program planning, implementation and record management. S/he mobilize of local partners and stakeholders for establishing linkages, and building local leadership of program related individuals and partners.

Reporting to: Associate Officer-Program, Ilam

Duty station: Field Office, Ilam

Subordinate: CBRFs, Ilam

Employment type: Probationary period of three months with possibility of extension

Externally

Health Facility Operation and Management committees, (Rural) Municipality, Government Health workers, Disabled People's Organization, FCHVs, and Community people.

Role

 To facilitate in planning, implementation and recording of program activities in Ilam District.

Responsibilities

Responsibility 1: Planning

• Prepare monthly work plan, Quarterly plan, annual plan of each program unit.

• Prepare monthly report, quarterly report and annual report of each program unit.

• participate in planning process of (rural) municiaplity and integrate plan of Inspire2Care in annual plan of (rural) municipality.

Responsibility 2: Implementation

•Ensure planned activities are implemented timely

•Facilitate in the process of planning, implementation and record management.

• Support to conduct health education and other awareness campaigns in the project area

• Mobilizes FCHVs, mother groups and other local groups for behavior change in community

• Provide necessary support to the CBR Facitlitators to implement plan.

• Assists in the process of Community Based Rehabilitation of person with disability

Responsibility 3:Monitoring and Supervision

•Close monitoring of CBR facilitator’s work to ensure the planned activities be accomplished timely

• Monitor best wishes program record maintained in the books of FCHVs and ANMs.

• Monitor all the records of community based rehabilitation maintained by CBR Facilitator.

• Visit household of children/adult with disability to track the progress.

Responsibility 4: Recording and Documentation

• Make access in all the information related to program in respective cluster

• Document the progress of activities

Responsibility 5: Communication and Coordination

• Keeps regular contact and coordination with the local heath worker of health facility

• Coordinates with GOs and I/NGOs working in responsible project area

• Make coordination with (Rural) Municipality office and other stakeholders of Rural (Municiplaity) to raise the fund for program and create enabling environment for implementation of Inspire2Care program.

•Conduct regular household visits of target population to ensure delivery and utilization of services

• Ensure prompt reporting to the supervisor and central office including challenges, learning, information on local dynamics or any other information that is relevant to project implementation and maintain regular communication with supervisor and central/ field office

Responsibility 6: Other

• Provides assistance in other KFN projects whenever asked

• Coordinate with all KFN staff as and when necessary

•Other responsibilities as assigned by the supervisor

Required knowledge, skills and abilities

Education and experience

• A minimum of 10+2 from recognized institution

• A minimum of 1 year experience in similar position associating in government entities or I/NGO related with health, disability and community mobilization

Required Competencies

• Human resource management skill

• Facilitation skill

• Computer skills on office package and data analysis tools

• Command in languages - Nepali and English

Skills and abilities

• Computer skill(Word, Excel and PowerPoint) relevant for the job

Position : Officer-IT

Description of the position

The Officer-IT will lead IT related works of the organization including management of Management Information System (MIS), computer system, website and social media.

 IT system developer.

Responsibilities

Responsibility 1: Management of MIS

• Provide technical support to operate MIS.

• Monitor functioning of MIS.

• Train users on use of MIS.

•Maintenance and update of MIS.

Responsibility 2: IT support

•Provide support for all KFN office IT equipment, including computers, network, storage devices, internet connectivity and printers.

•Work with internet service providers to ensure consistent standards of service undertake speed tests and monitor availability.

•Support for relocation of computer equipment as a result of office location or personnel changes.

•Provide support to other sections and departments in matter related to IT.

•Offer effective way of using IT to the team.

•Be updated with the new development and innovations in IT sectors.

Responsibility 3:Help update and maintain website and social media

•Help update website and other social media of the organization.

•Train designated KFN team member on handling of website and social media.

•Manage web space of the organization including security, space allocation, emails, Search Engine Optimization, among others.

Responsibility 4: Recording and Documentation

• Ensure documentation of IT related services.

Responsibility 5: Security

•Ensuring security of data, network access and backup systems.

•Preserving assets, information security and control structures.

•Maintaining local and server based anti-virus software and in case of virus infection clean out affected equipment.

• Provides assistance in other Karuna projects whenever requested.

Description of the position

The Senior Officer- Training and Leaderhip Development be responsible for providing support in the various training and development functions.

Role

 To lead the Training and Leadership Development section of the organization and support Director, Program in different aspects of training.

Responsibilities

Responsibility 1: Planning

•Plan orientations, trainings, workshops, events etc.

•Develop monthly plan of above mentioned activities.

Responsibility 2: Develop and/or revise training materials

•Provide technical support for developing necessary BCC/IEC material which are not available.

•Develop and /or revise training curriculum, orientation guidelines/manual.

•Revise training materials as per necessity.

Responsibility 3: Provide support to develop the skills and capabilities of staff

•Identify training and development needs of employee and opportunities.

•Make Training Need Assessment (TNA) based on the plans and activities.

•Access funding for training.

•Develop curriculum, training manual on the basis of TNA following participatory and Right Based Approach.

•Develop orientation/training manual and disseminate them among staffs.

•Select participants for training as per program target.

•Organize, prepare and implement staff training sessions, workshops and activities as per program target.

•Select trainers/facilitators as and when required.

•Ensure transmission of knowledge of the participants to the population as part of the training and ensure change of behavior of the participants.

•Develop a system for scientific monitoring and evaluation of the results.

•Evaluate the process/outcome of the training.

•Provide feedback to the participants and concerned authority for further improvement.

•Organize follow up trainings/refreshers events.

•Process employee requests for outside training while complying with policies and procedures.
