Job Description

Position : Officer-Human Resource, Training and Leadership Development (HR and TLD)

Level : E3

Description of the position

The Officer-HR and TLD will be responsible to lead human resource management functions i.e. recruitment, staffing, training and development, performance monitoring and employee counseling.

Reporting to: Executive Director

Duty station: Central Office, Kathmandu

Subordinate: None

Employment type: Probationary period of three months with possibility of extension

National Health Training Center, Nepal Medical Association, Nursing Campuses, District (Public) Health Offices, Medical faculties of universities, Resource Center for Rehabilitation and Development, Hospital and Rehabilitation Center for Disabled Children, and other concerned institution and stakeholders


 To lead human resource management functions i.e. recruitment, staffing, training and development, performance monitoring and employee counseling.


Responsibility 1: Planning

• Provide advice and assistance in developing human resource plans

• Plan orientations, trainings, workshops, etc.

Responsibility 2: Coordinate staff recruitment, selection process and termination

• Ensure the process of team member/s hiring and termination

• Provide advice and assistance to supervisors on staff recruitment

• Prepare notices and advertisements for vacant staff positions

• Schedule and organize interviews

• Participate in applicant interviews

• Conduct reference checks on possible candidates

• Implement procedures and policies on staff recruitment

• Inform unsuccessful applicants

• Conduct exit interview

• Provide work experience letter to ex-employee

• Close the file of ex-employee ensuring clearance is done

Responsibility 3: Provide information on HR related issues

• Explain provisions of the HR manual

• Explain employment standards and legislation such as workers compensation, labour standards etc.

• Organize the transitional provisions of employee compensation, pay and benefits when positions are transferred or new positions are funded through contribution agreements and other special funding arrangements

Responsibility 4: Monitor staff performance

• Provide advice and assistance when conducting staff performance evaluations

• Ensure the team member/s performance evaluation takes place on time as stated in Operation/HR manual

• Ensure timely feedback to employee from Management for betterment

• Provide basic counseling to staff who have performance related obstacles

• Provide advice and recommendations on disciplinary actions

Responsibility 5: Develop and/or revise training materials

• Provide technical support for developing necessary BCC/IEC material which are not available

• Develop and /or revise training curriculum, orientation guidelines/manual

• Revise training materials as per necessity

Responsibility 6: Provide support to develop the skills and capabilities of staff

• Ensure that accurate job descriptions are in place

• Provide advice and assistance with writing job descriptions

• Provide staff induction

• Identify training and development needs of employee and opportunities

• Make Training Need Assessment (TNA) based on the plans and activities

• Access funding for training

• Develop curriculum, training manual on the basis of TNA following participatory and Right Based Approach

• Develop orientation/training manual and disseminate them among staffs

• Select participants for training as per program target

• Organize, prepare and implement staff training sessions, workshops and activities as per program target

• Select trainers/facilitators as and when required

• Ensure transmission of knowledge of the participants to the population as part of the training and ensure change of behavior of the participants

• Develop a system for scientific monitoring and evaluation of the results

• Evaluate the process/outcome of the training

• Provide feedback to the participants and concerned authority for further improvement

• Organize follow up trainings/refreshers

• Process employee requests for outside training while complying with policies and procedures

Responsibility 6: Coordination and linkage

• Explore available training resources

• Make an analysis of possible partners: National Health training Center, Nepal Medical Association, Nursing Campuses, District (Public) health Offices, Medical faculties of universities, etc.

• Coordinate with line agencies and other organization for BCC/IEC materials

Responsibility 7: Recording and Documentation

• Maintain record of all the individual files of the employee

• Maintain documentation of Performance Evaluation and Training Need Assessment

• Prepare and report documentation of training in scientific manner

Responsibility 8: Other

• Provide assistant in other Karuna project whenever necessary

• Coordinate with all KFN staff as and when necessary

• Other responsibilities as assigned by the supervisor

Required knowledge, skills and abilities

Education and experience

• Minimum Bachelor's Degree in Human Resource Management/Business Management/Business Studies or related subject

• At least 2 years' experience in human resource management and capacity building in development organization

Required Competencies

• Human resource management skill

• Facilitation skill

• Computer skills on office package and data analysis tools

• Command in languages - Nepali and English

Physical Demands

• Periodic visits to field offices and project areas required
